Military Spouse Federal Jobs with US DOD Agencies with PPP-S by Bobby Winn and Kathryn Troutman 5

That we've encouraged the military departments over the last 10 years to ensure. That they also cut a scent of sequential order for this purpose so. That the sponsors can then have somewhere to go and register and PBB. Because they can't accompany. This process on those tools and so the spouse has options to register the spouse can register upon arrival at the new duty station. They can wait until. They arrive or they can register 30 days prior to this process of departing the old dude is no duty location. All right now the key thing is if the spouse does not relocate with the sponsor. They cannot register until they're residing in a new Duty location and we've got lots of problems over the last especially with the economy the way he'll and two people have to work in the household. Both the sponsor in the spouse.

This could be financial difficulties. You have to give up. That job at your current location to accompany the sponsor to the new location but that is a required. You must give up the job at the old do the location and a confident responsible to the new duty station. Because we've got other spouses. That have already made. That sacrifice at the new duty station and it would not be fair for them to give. You the opportunity for this job at the new Duty location. You actually still employed back at the old Duty location so. You have to give up.

That job at the old Duty location in order to accompany the sponsor and be eligible to register to defeat. Now also if the spouse of companies responsible to the new duty location. That spouse does not have to register as soon as. They get there or 30 days process. That spouse has program s eligibility for the whole time. That that's cost is there so for example. If the sponsor relocated to a new duty location and the spouse and sponsor decides. That the spouse is going to waste. We fully register in PPP. Because they want to get the kids settled in school the guys stuff. They want to go out and do. How cunning and tell them. It could be.

This month up to one year after the sponsor relocates before the spouse is now ready to go out and find a job that's okay the spouse does not have to register immediately. They have to keep in mind. However if it's on the executive order 134 7 3 you've only got two years of apartment eligibility from the date of their whorls so. You wait one year after. You get there. You may not have a 1 year of eligibility left to find a job so that's totally live up to the families or if it's on the 1 to 7 to 1 which grants. You 3 years of eligibility. You will only have two years left on that eligibility of course. You are reinstatement eligible you're really relatable for life. You resign from a permanent job so. That wouldn't matter for you so. I have a question here on the time Don wants to know what if the spouse does not get employment within the two years the service would still be needed by the spouse but what program would occur. If the whole 2 years goes by.

If the 2 years goes by and the spot. This is on the the 134 7 3 executive order I'm assuming that you're talking about if 2 years goes by or 3 years under the executive order 1 2 7 2 1 and the spouse does not find a job with the Department of Defense appointment eligibility goes away okay and we cannot remain allow them to remain register in the PPP. Because remember. What I said earlier. You must have an appointment eligibility in order to register in the PCC okay. Now here's another question. That she has MSP but at the time question. If there a time limit associated with MSP similar to the program asked.

You happen to know the MSP answer military spouse preference goes right along with. It the program is and that you have to have appointment eligibility and program is said follows right under. That same military spouse preference in that in order to register in PPP. You gotta have appointment eligibility in order to exercise the military spouse preference you've got to have appointment eligibility okay and those and those that list of appointments eligibility. That I had the reinstatement eligible VRA appointment eligible executive order eligibility those are appointments eligibility so. What is program answer registration or military spouse preference. You still have to have appointment eligibility and meets. These criteria of being married to military members and accompany them to the new duty station. Few more questions before. When applying for a job in the US should a spouse apply under. Both military spouse preference and ppps would. They need to submit skills orders for votes. That depends. If the job is being recruited being a marriage promotion and it's out there on USAJOBS and you and you apply for that job. That would take care of it using your program eligibility okay and what and when. You register for in PBP. You will match the job through program s but then you've got to then ensure. That you have an application for that job. You apply for that job and answer the KSA's the knowledge skills and abilities question there's and all of that. Now military spouse preference would be a job does not dawn internal merit promotion it's just like. Any other job out there there's open to any US citizen those are job.

You see but any US citizen those jobs do. You go ahead and apply for those jobs. Because as I said on about the second or third slide program end does not apply. They are filling jobs to delegated an examining unit or those are external announcements like. That okay all right thank you. Now continuing on those registration options. You decide a military spouse decides to register 30 days prior to relocating to the new duty station. They go into a HRO at the old duties location before. They depart and we send a coded office and we just made by a coded in office. That has the capability to register. You in the PPP. Some HR owes don't have. That capability then. They can't that's not an a coded activity. That means a code. It means office and activity and an HR or human resource office. That has the capability to register. You and PPP but you can do. That 30 days prior to relocate. It and then. You get to the new duty station. You must go in to the HR oh. That the new duty station and update.

That registration. Because now you've got to give them your newest phone number your new address and when. You get to that new duty station. That new HR old. That specialist knows about all the do the activities within your commuting area and so. You may have been at the old doing station and that HRO didn't understand. That so you get to the new duty station then go. You can end up registering for additional DoD activity. Than the PPP. You get there so. That new duty station is very clear so. You got you register 30 days private relocating you must. You get to the new duty station go in and update. That registration or else. That registration will be deleted from the program alright. Because remember. That old Duty location. They are the ones that's going to be getting matches for you before. You get to the new duty location so. You get to the new duda location ensure. That you go in and register and update your registration. You wreck you decide. That you want to register in the PPP. You must bring in with.

You to the HR old a current accurate narrative resume okay. It must be accurate in that it must. You must ensure. That you clearly describe your skills in a particular job. That you get. You bar binning it okay it's got to be current and up-to-date. You must also provide a copy of your sponsors PCs orders your last performance appraisal. If your last job was with the federal government. Now copy of your last performance performance appraisals. If you've never worked for the government before then. You don't have to a military spouses don't have to tell a performance appraisal we're not going to actual civilian or private industry office to provide. Us with that proof of your executive order eligibility that's that one two seven two. One four one three four seven three eligibility and if. You work for the government a completed SF 75 which is a request for preliminary employment down that's again only. You work for the government. If you've never worked for the government before then the two things.

That you're going to have have will be your a current resume and your sponsors pcs orders and in your marriage a marriage certificate. You get to that new duty station they'll actually for that also. Now spouses must meet minimum qualification standards in order to register and PPP unlike. Anyone else in TPP will allow the spouses to register under minimum four basic OPM qualification standards. Everybody else in the DoD PPP must be. What we call. We are qualified in order to register in the PPP. We are qualified. We define as. Someone that possess the knowledge skills and abilities to successfully perform the duties of a position without being trained or with minimum orientation but for the military spouses.

You are not subjected to that will qualify criteria. You only have to be basic or minimum minimally qualified to do the job and what that means is on the Office of Personnel Management minimum qualification standards. They say for example. If it's a gs-7 job as long as. You are the minimum qualification standards as long as you've got at least 52 weeks of specialized experience as the GS 6 which is the next lower grade. You are minimally qualified for a GS F well in PPP on the well qualified criteria criteria. You must have the skills esta 7. You must to have worked as a perform those duties at the same level so the spouse doesn't have to be subjected to those factor. That same criteria also in the PPP. Everyone must register for their current skills except the military spouse a military spouse does not have to register for their current skill so.

If a military spouse or company to sponsor overseas and they work in a position overseas let's say as a budget analyst overseas GS 9 budget analyst and they are confident so back to the continental United States and they want to register in program s. That spouse does not have to register as a bug around. That spouse can register for some other job of which they are basically or minimally qualified. Whereas everyone else in PPP would have to they would have to register as their budget analyst gs-9. That as a minimum. They must register for that but spouses does not have to do. That those spouses get two things here. They are not subjected to well-qualified criteria. They can register for jobs of which they are basically or minimally qualified and the spouse does not have to register for their current job skill still. They need to write the best possible resume. That they can making those skills.

That they do have presented the best possible at the highest possible level so the way to -. You work on your own resume and want to build. That you can study an announcement let's say Natalie wanted to go for public affairs gs9 so. What she didn't do before. She worked on a resumes would go find a USAJOBS announcements for public affairs specialist gs9 and read. It and match her resume to that she didn't know to do. That didn't do. It had no idea. She had to work on her resume before walking into the HR office to meet with PPP. She thought there was going to help her find a job. She had no idea. That yes they're gonna help her but the resume is the tool -. She must match at least the eligibility for the position throws Carell the whole thing works only.

We have we do not have because of the Defense of Marriage Act of the Department of Defense okay does not recognize the same-sex marriages are same-sex partners. It is not recognized okay. Now for the program a registration eligibility okay and then. Another question before. One Dolan has not a question. What is the difference between program s and military spouse preference the biggest difference is as. I stated program is only allowed in the complimentary United States and its territories military spouse preference is granted worldwide so. You go overseas in a company from your sponsor overseas.

You get military spouse preference and that program is when. You come back to the states. If you've got an appointment eligibility. One of these blisters up here on the screen here. You can register in program s okay. If there's a vacancy out there. That is an external amount but it's not internal not a mirror promotional announcement. You can use military spouse preference and apply for that job and again. You will be rated in ranked behind or below the veterans okay that's typically. How that's done but the difference is program here is only afforded for military spouses are comfortably as possible within the continental United States or is to some of its territories like Puerto Rico and Guam okay okay Mesa has a question here do. You have to be a current or past federal employee to participate in PPP no. You don't that's where they're.

What executive order. One three four seven three comes in if you've never worked for the government or the department event of the past for that matter before. You go in to a NH ro and if you've got a resume and as long as. You are accompanied your sponsor to a new duty station and you were married to that sponsor before.

You left the previous duty station and you are on the oils PCA order the let sponsor regardless of whether. You work for the government before. It makes you eligible under 130 473 the next step is when. You go into the HR oh. You have to have a skill of which you can be determined basically qualified to do and they would rate and rank. You based on the content of your resume okay and that's what Katherine was talking about a few minutes ago. That resume is very very important in that that's what they would use to determine. If there is a job a government job. That falls under the oath Office of Personnel Management occupational series an equivalent job may save. You what's in a bank you'll never work for the government before but you work in a bank and you go in to register in the program and you've got a resume. That shows the duties. That you were doing in the bank maybe. You were an accountant well we've got accountants jobs in the federal government so. We go to that series and look and see the level check the level of work. That you did in that bank to determine. When grade you would register for as an S and accountant or maybe a budget maybe you've dealt with numbers doing a budget.

You handle the budgets for a private country a private company alright and you were there but this person well we've got budget analysts in the deal in the DoD and so. That our personalities would look at him do. This to this to determine the grade a level of which your duties were at that in that particular private industry position and make. That determination so. You don't have to have worked for the federal government before in order to register in PPP but you must meet the criteria of being married to an active-duty military member and that marriage took place prior to that military member coming to the new duty station.

That they're in all right and you must be on the orders of that military member Bobby that's what happened with Natalie. She went in to see her TTP counselor. Wherever she went and she did give a score for her resume. She said that you I will grade. You here as admin 301 and clerical at a GS four five and then. She didn't even do Public Affairs at all cuz. It didn't show in the resume as skill so in that he went home. She was totally discouraged. That her grade was so bad cuz the salary for the five or four was going to be thirty five thousand or something that surprised very not good for her and so then. She called me it's a resume plate to get help with. That resume. Because she knew. That was her problem right there and then. We redid the resume and she walked. It back over to PPP. That the same person. That said now tell. Me what you're gonna put. Me down as and she was so latest the resume made the difference. Because she was then scored as a seven for admin and up to a nine public affair so. They could see right away.

What her skills words to that the resume was. It made a really big difference for her right there in that meeting right. That resume is very crucial. Because that's gonna make a determination as to the highest grade GS grade of which you can register for in the PPP's and if the resume doesn't reflect G as mine. It reflects minimum skills at the GS for GS five. They cannot read. You in higher. That okay okay so again the key thing for registered and PPP and program is the spouse must accompany. This process via pcs. That means they've got to be on the PCs orders permanent change of station orders to the new permanent duty location and you'll notice we've got permanent duty location so. If they go out to a school. That is six months that's not permanent okay. It has to be to a permanent duty location and this eligibility does not include relocation for retirement.

If the sponsor is relocating to go to their retirement destination let's do the last location or other separation. It is based on 100% disability of a service member. Now about the qualifying pcs moves in order to register. Any program as of the PPP. If the sponsor is going from. One us do the location to another us do the location the spouse on the oils is ready eligible to register in program in if they are coming from overseas to a us do the location the spouse can register in program s. When going from. Us to overseas coming from the company United States going overseas group remember. I said program. It is not applicable over scenes. All right so. You don't get eligibility or if they go from. One overseas location to another over overseas due to location. You don't get program eligibility the only way. You get it under those two circumstances would be. If the sponsor has the quencher orders showing that for example. This process is leaving from Fort Hood tested going to an overseas location let's say go into Afghanistan on an unaccompanied tool but the sponsor also has sequential orders.

That shows that tour is finished 15 months 18 months in Afghanistan the sponsor will be coming back from non-supportive Texas but going to Fort Riley Kansas okay. If that's the case as long as. That spot that spouse has those orders and it's pumping has those sequencer orders. That spouse can't go to Fort Riley Kansas and register in the PPP. That sponsor goes to Afghanistan on that unaccompanied tool. All right that means. You can accompany the sponsor and anytime. That sponsor goes on an unaccompanied tool. We encourage.

That program air for military spouse preference until. This possible then leaves. That do the station and goes to a new duty station via PCs okay mostly our pre-employment criteria and we'll talk about that as. We go along here but these are the emblems. You see at the bottom. These are the DoD military departments there. You see the Department of Navy Air Force the Department of Army okay and of course the Marines fall under the Navy and then to the right.

You see the Coast Guard's is part of this this program so. You got a member of the Coast Guard who has a military spouse miles can register in the PPP Bobby with. That question here on the slide before so. You could go back. One flag and Brenda is asking a question here. She would like to know can. You you put repeat the order of preference. It fits into the category rating well. What I meant there was. All the 15 military spouse preference can be used under those other OPM and deu announcements and typically. If it's military spouse preference. That he's using that program is military spouse preference there's a it could be ranked as the 30% of the five-point veteran - 30 % veterans - five-point % veterans by appointment veterans and then probably the military response preference but for program is the order of ranking would be instant program s registrants who applied for that job through competitive procedures ranks among the best qualified then. That spouse will be allowed to block the selection of another competitive candidate.

What we mean here is if it's a ranking order as long as their spouse ranks among the best qualified in the example. If if the rankings establish ranking was 70 to 80 percent was minimum qualifying 80 to 90 percent or 80 or above would be among the best for highly qualified then. That spouse rated out at 82. They are among the best qualified so. Someone is rated at 95 it's the best qualified or highly qualified ranking is 80 to a 100 then as long as you're in that range. You are among the best qualified or on the highly qualified the Bobby the P the s military spouse would get hired above the disabled vet is that what you said no. That is what I'm talking about is on a competitive procedures uh-oh the disabled best. If they are doing an external vacancy announcement through USAJOBS that's when. You apply for it and at that point the military spouse is exercising their military spouse preference not program. It the program is something that we've got in DoD only and when when.

They apply for that job through competitive procedures but program is and they need to submit the application. If it's competitive internal merit promotion procedures or their use okay who is ranked among the best qualified get. That job okay there's a big difference between the us citizen competitive versus the merit status federal employee list right and it's DoD only so our client our young lady Natalie applied for a job with DoD. She was hired by Army National Guard and she did apply on USAJOBS and her resume did get her score Oh above 90 so. She played the game. I was only perfectly exactly. It right and this is what we encourage. You go to your pastor session and when I'm breathing individuals and if spouses are in the audience. I encourage. You to always apply for the jobs don't assume and then but for program ed. You must apply for the job. You match the job to PPP. That is just the first step the next thing is you must apply for that job through competitive procedures and be ranked among the best qualified in order to get.

That job you don't make the best qualified list then. You don't get an opportunity for the job and then would. Because good. That spouse were to let her PPP counselor know that she did submit for a certain DoD job on USAJOBS and let them know. It let them know but they will see their spouse. That HR specialist receives. All the applications and design works on the competitive referral certificate to go out to the manager uh-huh and rate and rank. All the folks for the referral certificate. They will see. That spouses name on there at that time really the person will see their client retaining Bishop a list of certified eligible for a good job which would be a DoD job merit right. Because that's that's what we say to them. They come you come into the TPP to register in the program as a military spouse you're going to register for positions. That of which you are well-qualified will basically qualified to do and you have to ensure. You register for those position. You keep in mind those types of series and grades. That you're registering for because.

When those jobs come open within your commuting area as. These activities. That you're registered for you have to go ahead and apply for those jobs through the competitive procedures and be rated and ranked along with. All the other competitive candidates okay. You exercise program eligibility. All right thank you. Now let's talk a little bit. More about the eligibility. You must be immediately a portable under non-competitive procedures and remember. You you have to compete for the jobs in order to exercise your program and eligibility but you have to have non-competitive appointment eligibility. That means that they can. You can be placed in a position without competing for it but through program s. You have to compete and this is what I mean. You are an employee there's got career or career conditional status and you accompany your sponsor to a new duty station yes. You go ahead and register and TPP but if there's a vacancy there and a manager would like to bring you into. That position without. You competing you've already got an appointment there are eligibility there then. That manager can bring you in without the competition but the program is you must have. Some kind of appointment eligibility in order to register in the PBT in program s and you you can also be a real statement eligible.

You work for the government before and that's anywhere in the federal government resigned from them from their positions. You resign you were a career conditional employee. You will have reinstatement eligibility for three years from the date of that resignation. However you worked in a federal job and you had career status. You are reinstated or for life so. That is an appointment eligibility. That you carry with. Wherever it doesn't run out conversely. You register on the executive order. One to seven to one eligibility. That means that you are. You accompany your spouse to overseas and you worked in it in one of those temporary jobs so there network. That were tied to your sponsors tour of duty. You work in one of those overseas positions for at least 52 weeks or it could be a combination of positions for at least 52 weeks. You will be granted executive order. One to seven to one eligibility and that one to seven to one eligibility grants. You appointment eligibility for three years from the date.

That you and your sponsor returns back to the United States. That means you've got to try and find a job using an appointment eligibility within three years are returning back to the States or else. That appointment eligibility terminate. It goes away same thing is putting executive order 134 7 3 which is our latest military spouse appointing authority. That has been around since about September of 2010. It allows you appointment eligibility for two years from the date of the sponsors PCs orders not the reporting date the sponsors pcs or now unfortunately the language states fossils PCs orders the date of responses beat the effort and we've been trying to get. This particular language changed but the Office of Personnel Management says that's what it is our we've got to live with. It but we're working on it. Because we do realize.

That sometimes a sponsor made received PCs orders. One year prior to the reporting date or six months prior to the reporting date. That happens then you've already used up. One year your eligibility before. Even report to the new duty station and we don't think. That is fair to the military spouses so we're working on it but as well. One three four seven three eligibility two years from the date of the sponsors pcs or if you've got an OPM interchange agreement. We have that with the non-appropriated funds employment people. Now folks we have an interchange agreement so. You worked in on our position overseas under the interchange agreement. You can still come into. One of our appropriated funded positions in the DoD or if. You guys you are currently a VRA veterans readjustment or under veterans readjustment Authority or schedule a disabled employee then. You can that is an appointment eligibility. That is recognized and you can use. That to register in program s of the PPP. I have a question before. We go on Bobby Murray wants to know. She realized. You the military spouse will have to verify the counseling session things. That took place in the counseling session did the HR specialist advise. You of the jobs. That are out there your responsibility as a military spouse. That is covered in chapter 14 appendix page and if. You wanted to want to review the PDP handbook we've got the website there for you WWWE pms OSD mia backslash care and backslash care on the scored PPP aspx so that's where. You can go to get the manual look at review a copy of the PPP handbook. You will and chapter 14 and I encourage. You to familiarize yourself with chapter 14 before. You go in for a PPP counseling session so. That you will understand our policies and our procedures before. You get there and you can also review. If you've got questions about things.

You can talk. More specifically about it. You refer to the PPP handbook. You go in to meet with the HR specialist. Now spouse preference military spouse preference applies to do D positions worldwide. That means whether you're here in this country in the United States or overseas. It is for competitive service jobs excepted service positions and even jobs. That are in the non-appropriated funded area including atheist positions. That military spouse preference so. You go overseas to a foreign area. You accompany your sponsor over there. You do not have program at registration eligibility overseas okay. You program.

It only applies back in the States but when. You go overseas. You can use military spouse preference and overseas they've got jobs. That are earmarked for spouses. That are company their sponsors overseas on that foreign tour okay. You go into the HR office and they will. You can register for those jobs so. They have a list of those jobs and that's how. You exercise your military spouse preference in the overseas area. Now the PPP provides automated referral for positions filled through competitive service competitive procedures here in the complimentary United States and that is done through program at in Chapter 14 of the PPP handbook here. We talked a little bit about the differences. That you see. You see program and supplies to competitive service positions here in the continental United States or the US territories and possessions like Puerto Rico Guam and other areas okay that's where program is applies. It does not apply as.

You see on the right side of your screen. I feel through non-competitive procedures or if it's an accepted service and these are normally jobs in the intelligence community accepted service positions okay overseas foreign areas as. I mentioned a few seconds ago militar program and it does not apply over there but you do get military spouse preference overseas and as a mission on the previous slide those none appropriated funded positions. You don't get program s. Because math positions as non-appropriated fund is referred to those positions are not subjected to PPP clearance and those end of those employees and in the math jobs don't get to register in the PPP but now has its own placement program and it has its own. If you're in a foreign area. Now has this wait to grant. You military spouse preference okay and that's what you will be using it on the right side of the screen also OPM and deu announcement so not.

All jobs that you see out there in USAJOBS can be used for program s PPP eligibility but you can use military spouse preference for for those jobs out there in OPM and and what it has to happen is if it's a DoD position the DoD human resource officers should have a procedure in place. You will be afforded military spouse preference for those jobs. That are announced out there on OPM and to delegated examining units deu okay and the component career program same thing no program is but you can exercise military spouse preference. If you're eligible for now spouses must be referred through program in order to receive. That preference for competitive service jobs in the US and this is for the Department of Defense jobs okay and again the exception is those OPM deu announcement and component career programs again those who use military spouse preference and you can apply for those jobs and it kind of works like.

This our deu announcement delegated examining the OPM announcement the 10% veterans or 30 percent veterans are the first ones and then. You have a five-point veterans and then the military spouse preference were coming in before the none bit that's typically. How the rating the ranking order would be on a referral certificate. You apply for one of those deu announcement also. You register in the PPP and you match a job through program s. You must also adhere to the competitive procedures interview. That means you have to submit an application. You have to ask a question there. You have to respond to knowledge skills and abilities as. It relates to the job. You must do. All of that and then. You are rated and ranked along with the other competitive candidates for that job and if. You as a military spouse rank among the best qualified then.

You will be automatically offered. That job ahead of any other competitors non-military spouse. That competed for that job so they're best qualified spouse blocks the selection of another competitive candidate. That is not a military spouse. Several military spouses apply for the same job then those spouses will be referred to the selection official and the selection official can choose among which one among those spouses which one he or she would like to select for that job but bottom line military spouse has its best qualified will block the selection of another competitive candidate but you have to be among the best qualified and that is determined and if. It was using a ranking system sometimes you'll see under the ranking system.

You have to score 90 or above to be among the highly qualified or best qualified and then just qualify. You score a 70 or to 80 70 to 80 so that's how it's done but the highly and best qualified is normally the highest scores in a range probably from 90 to 100 ok so that's how. You get to be among the best qualified let's talk a little bit about the eligibility in order to be eligible to exercise your military spouse preference or to register in program here the spouse must be married to an active-duty military member prior to the sponsors actual reporting date to the new duty station. You must be married to that person before. They move that sponsor moves to the new duty station so in other words. If as property is Ellie duty station and marries. While at that duty station the spouse cannot exercise.
